With the goal of enhancing overall governance of TVET at the local level and improving the quality of vocational skills training, Rural Enterprise, and Remittance Project (RERP), with technical support from HELVETAS Nepal, has initiated efforts in four local governments in Madhesh (Hariwon and Barahathwa Municipality) and Koshi Provinces to develop a strategy for TVET in partnership with local government as a pilot with aiming of sustainability of decent jobs. The TVET governance sector at the local level serves as a pilot for state-building within the federal system of Nepal.
On 24th January 2024, a baseline survey orientation to enumerators from Hariwon and Barhathwa Municipalities of the Madhesh province has been conducted to pave the way for the census. It includes conducting a census/survey of primary stakeholders via use of digital means (KoBo Collect), holding consultation meetings, engaging in focus group discussions (FGD), data analysis, and presenting the findings for validation through thematic workshops and executive committees of local governments. Additionally, a review of secondary data and documents related to the TVET sector and endorsement through local government are key components of the methodologies.
Given the evolving dynamics of Nepal's federal system, the roles of local governments are pivotal. The federal system consisting federal, provincial, and local level is still a new practice in Nepal toward institutionalization. The List of Local Level Powers in Constitution Schedule-8 clearly specifies that basic and secondary education is within the jurisdiction of local government. In this context, Technical Education and Vocational Training (TVET) stand out as a major priority sector for youth employment.
